THAT the Meeting recess at 11:07 a.m.

THAT the Meeting recess at 12:16 a.m.

THAT the Meeting recess at 1:54 p.m. and reconvene on Wednesday, March 23, 2023, at 10:00 a.m.

THAT the Meeting recess at 11:20 a.m.

THAT the proposed installation of security doors in the halls on both levels of the Municipal Office are removed from the budget.

THAT the Library Capital Reserve line item is reduced by $10,000.00.

THAT $8500.00 be removed from the maintenance line item #78. Page 7 of 10 Council in Committee Minutes March 22, 2023

THAT the $40,000 removed from the winter sand budget be removed from the capital cost budget.

THAT $20,000 be placed in capital reserves, and $20,000 be removed from capital costs reflecting the $40,000 removed from the winter sand budget.

THAT Council directs the $136,447.00 received from the Canada Building Fund (formerly Gas Tax) be directed to offset the construction costs of the Kartuzy Road Project; AND THAT the $342,500.00 received from OCIF be directed to offset the construction costs of the Wilno North Road Project in 2023.

THAT the 2023 Transfer Station Area Rate Operating and Capital Budgets be approved as presented with no increase.

THAT the 2023 Curbside Pickup Area Rate Operating and Capital Budgets be approved as amended with a 0.89% increase from the 2022 rate. Page 8 of 10 Council in Committee Minutes March 22, 2023

THAT the 2023 Wastewater System Operating and Capital Budgets be approved as presented with a per cubic metre rate of $5.21.

THAT the 2023 Water System Operating and Capital Budgets be approved as presented with a per cubic metre rate of $4.86.

THAT Council approve the 2023 Township of Madawaska Valley General Operating & Capital Budget with a tax levy increase of % resulting in $4,570,590.00 required from taxation.

THAT Council direct the Operations Manager to notify the County of Renfrew, advising that the Township of Madawaska Valley will not proceed with the joint tender for a Transportation Master Plan.

THAT By-Law 2023-18 Being a By-Law to confirm the proceedings of the Council of the Corporation of the Township of Madawaska Valley at the Council in Committee Meeting of March 22nd, 2023, be read a first, second and third time and finally passed.

THAT the Meeting adjourn at 12:33 p.m. (Thursday, March 23, 2023).
