THAT the Council in Committee Agenda for October 3, 2023 be approved Council in Committee Minutes October 3, 2023 as presented.

THAT Council in Committee recommend that Council accept the Fire Chief Official recommendation to declare the following items as surplus: outdated bunker gear, fire helmets, qty 7 rolls of 100' 4" hose, wajax pump, wick pump, 3 old hydrant adaptors, 7 Scott Aluminum Air Bottles, 3 Dragger Aluminum Air bottles, old jaws of life, and 3 scuba's with air bottles; and THAT revenue from the sale of the surplus items be directed to 01- 4-0404-661028 (Fire -Sale of Equipment Revenue)

That the meeting recess at 11:00 a.m. and resumed at 11:10a.m.

THAT Council in Committee recommend that Council approve the staff recommendation to approve awarding the Canteen RFP 2023- 10 to Maplehuas Rustic Banquet Hall & Event Space approving a total of $1,800 in revenue from October to April with an invoiced fee of $300 per month excluding the alcohol proposal and having one refrigerator available for the operation of teh Canteen.

THAT Council for the Township of Madawaska Valley support Resolution 201-2023 of the Township of Montague seeking support that the Ministry of Public and Business Service Delivery be requested to review MFIPPA and consider the 9 (nine) recommendations and that a copy be sent to our local Member of Provincial Parliament.

THAT Council approve the Regular Council Meeting Minutes of September 19, 2023 as presented.

Being a By-law for the appointment of Brittany Tomasini as Deputy Clerk for the Township of Madawaska Valley be read a first, second and third time and finally passed this 3rd of October 2023.

Being a By-law to appoint the CAO/Clerk, as Division Registrar and to have appointed the Deputy Clerk as Deputy Division Registrar pursuant to the Vital Statistics Act, be read a first, second and third time and finally passed this 3rd of October 2023.

Being a By-law for the appointment of Lottery Licencing Officers, be read a first, second and third time and finally passed this 3rd of October 2023.

THAT the Meeting enters In-Camera Session at 12:10 p.m. to discuss matters pertaining to "personal matters about an identifiable individual, including municipal or local board employees," "litigation or potential litigation, including matters before administrative tribunals, affecting the municipality or local board," "advice that is subject to solicitor-client privilege, including communications necessary for that purpose," Ontario Municipal Act 2001, c.25,s.239(2)(b)(e)(f) 1. THAT Council return to Open Session at 1:40p.m.

THAT By-Law 2023-64 Being a By-Law to confirm the proceedings of the Council of the Corporation of the Township of Madawaska Valley at the Council in Committee Meeting of be read a first, second and third time and finally passed this 3rd of October 2023.

THAT the Meeting adjourn at 1:45 p.m.
