THAT the Finance and Administration Committee Meeting Agenda for Monday, January 11, 2016 be approved as presented.

Finance and Administration Committee Meeting - January 11, 2016 RECOMMENDATION: THAT the Finance and Administration Committee recommend Council credit Invoice #4237 in the amount of $150 (plus taxes) for the September 2015, Paul J. Yakabuski Community Centre canteen rental as the canteen did not open until October 1, 2015.

RECOMMENDATION: THAT the Finance and Administration Committee recommend to Council THAT the 2015 amount budgeted to be transferred from Reserves be reduced by $245,900 as follows: Budget Amended Reduction Amount Amount Landfill 175,620 0 175,620 Rehabilitation Reserve Barry’s Bay 74,380 4,100 70,280 Landfill Rehabilitation Reserve 250,000 4,100 245,900

RECOMMENDATION: THAT the Finance and Administration Committee recommend: i. THAT Council approve the withdrawal of $48,536.94 from the Water System - Lifecycle Reserve to fund the 2015 expenditures associated with the repair and replacement of the watermain under the Connecting Link between Dunn Street and Bay Street. ii. THAT Council reduce the amount

RECOMMENDATION: THAT the Financial and Administration Committee recommend Council direct staff to complete a report on the arrears transferred from the water and wastewater accounts to the tax accounts and provide it at an upcoming Water and Wastewater Committee Meeting.

RECOMMENDATION: THAT the Finance and Administration Committee recommend to Council to direct Staff to include a 1.3% cost of living increase to Council and Staff remuneration in the draft budget for deliberation.

RECOMMENDATION: THAT the Finance and Administration Committee recommend for consideration during budget deliberations the Valley Employee and Family Assistance Program to provide professional services to employees who are experiencing any form of personal issue, concern or difficulty at a cost of $66/employee, to be paid 100% by the employer.

RECOMMENDATION: THAT the Finance and Administration Committee recommend that Project No. 2016-GA-01 (photocopier/printer replacement) is considered during budget deliberations.

RECOMMENDATION: THAT the Finance and Administration Committee recommend that Project No. 2016-GA-02 (scanning/archiving of documents) is considered during budget deliberations.

RECOMMENDATION: THAT the Finance and Administration Committee recommend that Project No. 2016-GA-03 (Municipal Office - Architectural Plans) is considered during budget deliberations. Finance and Administration Committee Meeting - January 11, 2016

RECOMMENDATION: THAT the Finance and Administration Committee recommend that Project No. 2016-GA-04 (Municipal Office - General Repairs) is considered during budget deliberations.

RECOMMENDATION: THAT the Finance and Administration Committee recommend that Project No. 2016-GA-05 (computer replacement) is considered during budget deliberations.

RECOMMENDATION: THAT the Finance and Administration Committee recommend that Project No. 2016-GA-06 (Financial Plan Alignment) is considered during budget deliberations.

RECOMMENDATION: THAT the Finance and Administration Committee recommend that Council remove the proposed fee for duplication of documents (tax bill etc) from the schedule of fees

RECOMMENDATION: THAT the Finance and Administration Committee recommend that Council direct staff to provide a report on the comparisons of costs for building permit fees and how they relate to neighbouring municipalities within Renfrew County and the County of Hastings.

RECOMMENDATION: THAT the Finance and Administration Committee recommend Council direct staff to provide a report on the development charges and the cost to implement them through a consultant as well as the return from the applicable fees.

RECOMMENDATION: THAT the Finance and Administration Committee recommend Council review the Municipal Alcohol Policy and how it is reflected in Municipal community centre rentals at an upcoming Recreation, Heritage and Culture Meeting.

RECOMMENDATION: THAT the Finance and Administration Committee recommend Council direct staff to provide a report on the Donation Request Policy and review the Policy at a future Recreation, Heritage and Culture Committee Meeting.

RECOMMENDATION: THAT the Finance and Administration Committee recommend Council maintain the recreation rental fees as status quo for 2016.

RECOMMENDATION: THAT the Finance and Administration Committee recommend Council apply an adjustment to the Schedule of Fees as amended and forward the updated by-law for consideration, with recommended changes.

RECOMMENDATION: THAT the Finance and Administration Committee recommend Council recommend moving the Hours of Work and Overtime Policy forward as amended to third and final reading at the January 18, 2016 Regular Council Meeting.

RECOMMENDATION: THAT the Meeting enter In-Camera Session at 4:06 p.m. to discuss matters pertaining to "personal matters about an identifiable individual, including municipal or local board employees"; Ontario Municipal Act 2011, c.25, s.239 (2)(b). 1. RECOMMENDATION: THAT the Finance and Administration Committee recommend to Council that direction is given to staff to credit Invoice #4232 in the amount of $986.06 AND THAT the Municipality will incur the Township's costs to complete the conveyances that will complete the severance application on Roll #42-26-024- 030-50400-00 and 47-26-024-030-50500.
