Finance and Administration Committee Meeting

THAT the Finance and Administration Committee Meeting Agenda for Thursday, November 3, 2016 be approved as amended.

THAT the Meeting recess at 10:17 a.m.

RECOMMENDATION: THAT the Finance and Administration Committee recommend to Council that staff is directed to apportion the costs from Figure 3 as determined and bring back to Council for approval.

RECOMMENDATION: THAT the Finance and Administration Committee recommend to Council to accept the modified Donation Policy AND THAT Council enact the by-law to adopt the revised document; AND THAT Council amend the portion of the facility rental rates for Charitable Organization as identified on Schedule “J” of By-Law #2016-03 (Schedule of Fees by-law) as follows:  Paul J Yakabuski Community Centre – Charitable Organization* (with approval of Council) from $200.00 to $250.00 (exclusive of HST) and from $226.00 to $282.50 (inclusive of HST)  Combermere Community Centre – Charitable Organization* (with approval of Council) from $100.00 to $150.00 (exclusive of HST) and from $113.00 to $169.50 (inclusive of HST)

THAT the Meeting recess at 12:03 p.m.

RECOMMENDATION: THAT the Finance and Administration Committee recommend to Council to direct staff to review and incorporate any changes noted to the draft procurement policy; AND THAT a report is provided outlining employee costs, hours of work and responsibilities that may be incurred with the draft procurement policy proposal.

Finance and Administration Committee Meeting - November 03, 2016 RECOMMENDATION: THAT the Finance and Administration Committee recommend to Council that the Municipal insurance coverage as brokered through McDougall Insurance Brokers Ltd. for coverage by Frank Cowan Company Ltd. be renewed for 2016/17 at a cost of $76,158 (as compared to $72,789 for 2015/16), AND THAT staff be directed to renew the above policy for an additional 4 years provided that the annual increase does not exceed 3% AND THAT should the annual premium increase exceed 3% upon renewal, the contract will require Council approval.

RECOMMENDATION: THAT the Finance and Administration Committee recommend to Council that the Volunteer Firefighters Response to Call for Service policy be adopted as presented; AND THAT the Finance and Administration Committee recommend to the Council that the Firefighter Point System policy be adopted as presented.

RECOMMENDATION: THAT the Finance and Administration Committee recommend to Council to direct staff to obtain an opinion (legal or otherwise) on Section 2.2(a) of the draft Terms of Service for Volunteer Members on Standing Committees and provide a report to the Finance and Administration Committee.

THAT the Meeting enter In-Camera Session at 2:20 p.m. to discuss matters pertaining to “personal matters about an identifiable individual, including municipal or local board employees”; “advice that is subject to solicitor-client privilege, including communications necessary for that purpose”; Ontario Municipal Act 2011, c.25, s.239 (2)(b)(f). 1.
