THAT the Regular Council Meeting Agenda for August 6, 2013 be approved with the following amendments, adding Andy Boyd as Delegation, Item 5.1 and adding By-Law 2013-70 as Item 9.3 and changing Item 15.1 and 15.2 the Confirming By-Law to By-Law 2013-71.

THAT the Regular Council Meeting Minutes of July 15, 2013 be approved as presented.

THAT the Regular Council Meeting Minutes - In-Camera Session of July 15, 2013 be approved as presented.

THAT the Special Council Meeting Minutes of July 19, 2013 be approved as presented.

THAT the Special Council Meeting Minutes of July 25, 2013 be approved as presented.

THAT the Killaloe Community Policing Advisory Committee Killaloe O.P.P. Detachment Minutes of May 23, 2013 are received as presented.

THAT By-Law 2013-68 Being a By-Law for the appointment of an Acting Chief Administrative Officer/Clerk, for the Corporation of the Township of Madawaska Valley be given first and second reading this 6th day of August 2013.

THAT By-Law 2013-68 Being a By-Law for the appointment of an Acting Chief Administrative Officer/Clerk, for the Corporation of the Township of Madawaska Valley be given third and final reading this 6th day of August 2013.

THAT By-Law 2013-69 Being a By-Law to establish a policy to the Process for Filling a Council Vacancy be given first and second reading this 6th day of August, 2013.

THAT By-Law 2013-69 Being a By-Law to establish a policy to the Process for Filling a Council Vacancy AND THAT Schedule 2 (Schedule A) shall form part of this By-Law as per Staff Report dated August 6, 2013 subject to the following that a Special Council Meeting be held August 28, 2013 at 6:00 p.m. at the Paul J. Yakabuski Community Centre lounge whereas two questions will be asked to each candidate with a total twenty minute time limit per candidate, be given third and final reading this 6th day of August, 2013.

THAT By-Law 2013-70 Being a By-Law to authorize the execution of an amendment to Loan Agreement for GMF 9609 - between The Federation of Canadian Municipalities and The Corporation of the Township of Madawaska Valley - Implementation of Preferred Diversion Alternative of the Township of Madawaska Valley be given first and second reading this 6th day of August, 2013.

THAT By-Law 2013-70 Being a By-Law to authorize the execution of an amendment to Loan Agreement for GMF 9609 - between The Federation of Canadian Municipalities and The Corporation of the Township of Madawaska Valley - Implementation of Preferred Diversion Alternative of the Township of Madawaska Valley be given third and final reading this 6th day of August, 2013.

THAT the Meeting enter into In-Camera Session at 7:45 p.m. to discuss matters pertaining to "personal matters about an identifiable individual, including municipal or local board employees", "labour relations or employee negotiations", "litigation or potential litigation, including matters before administrative tribunals, affecting the municipality or local board", Ontario Municipal Act 2011. c.25, s.239 (2)(b)(d)(e).
