Regular Council Meeting

THAT the Regular Council Meeting Agenda for Tuesday, August 17, 2021, be approved as presented.

THAT the Council in Committee Meeting Minutes for August 3, 2021, be approved as presented with the following recommendations: Operations: Roads and Waste Management 1. THAT the Public Works Update Report is received as information; AND THAT direction is given to proceed with declaring and posting a Community Safety Zone from Highway 62 at Lakeshore Drive in its entirety, including Island Lane to Cemetery Lane; AND THAT staff prepare a By-Law for an upcoming Meeting. 2. THAT staff is directed to proceed to By-law and installation of 50 Km/h signs speed reduction on Arbor Vitae Road. 3. THAT the Waste Management Sub-Committee on Curbside Pickup Matters Meeting Minutes for June 24, 2021, is approved as presented with the following recommendations: 1. THAT the agreement is updated between the Township of Madawaska Valley and Eugene’s Complete Auto Glass & Upholstery to reference that the Curbside Area Rate for this business is charged a rate of 50% of the Small IC&I rate effective in 2022. 2. THAT a Curbside Area Rate Charge of 50% of Small IC&I to the Valley Manor tax bills beginning in 2022 for the pickup of organic material is applied. THAT the request from the owner of Bay Street Apartments to discount the Curbside Pickup Area Rate on his property taxes is denied; AND THAT the Treasurer be directed to request the County of Renfrew work towards reducing the Multi-Residential Tax Ratio similar to the New Multi-Residentia

THAT Council approve the temporary storage of the 24' x 42' portable classroom for the Madawaska Valley Food Bank at Yard 2 in Combermere for up to 12 months; AND THAT the Madawaska Valley Food Bank provides proof of insurance.

THAT Council recommend approving lowest Tender MV2021-10 Supply, Delivery and Stacking Winter Sand by RGT Clouthier Construction Ltd in the amount of $70,935.75 (HST included) subject to requirements of the contract and that it be applied against account 1-08-14-785084 Activity 185 Sanding & Salting

THAT By-Law 2021-82 Being a By-Law to amend By-Law Number 2006-26 of the Township of Madawaska Valley, as amended be given first and second reading this 17th day of August 2021.

THAT By-Law 2021-82 Be given third and final reading this 17th day of August 2021.

THAT By-Law 2021-83 Being a By-Law to authorize the entering into and the execution of an Agreement and Contract, between Frontenac Mortgage Investment Corporation, Bonnechere Excavating Inc. and The Corporation of the Township of Madawaska Valley - Skead Road be given first and second reading this 17th day of August, 2021.

THAT By-Law 2021-83 Be given third and final reading this 17th day of August, 2021.

THAT the Meeting enter In-Camera Session at 10:29 a.m. to discuss matters pertaining to "personal matters about an identifiable individual, including municipal or local board employees," "litigation or potential litigation, including matters before administrative tribunals, affecting the municipality or local board," "advice that is subject to solicitor-client privilege, including communications necessary for that purpose," Ontario Municipal Act 2001, c.25, s.239 (2)(b)(e)(f). 1.
