THAT Council accept and approve the attached program service agreement and approve the CAO/Clerk to sign the agreement and; THAT a Bylaw be drafted for the January 6, 2026 Council in Committee for approval. 10.3 Ontario Clean Water Agency (OCWA) Expenditure Requests December 16th 2025 Ashley Pilgrim, Senior Operations Manager from OCWA, elaborated on the various expenses. He noted computer issues affecting a generator, an ongoing 3rd party audit.  The Acting Mayor asked about the recent water main break. The Superintendent of Operations commented that Stafford Street has had a few water main break and rocks that have shifted over time around the piping is deemed to be the cause of the breaks.
